I have the NPP with dual tips on both sides. Does this mean I should actually have a quad tip setup on each side?

"Best" of all, this looks like an Akrapovič exhaust and they don't even make Camaro products, so it must be a hacked up, ultra expensive Vette version. Or, fake tips from ebay

Since there is no license plate on the car I would assume it’s located in a car lot somewhere. Not hard for me to believe as people do strange things these days now!
