I believe it's the engine/exhaust/tune mods offered by the aftermarket that is likely the big prize for the regulators. Designating any mod as disqualifying your car from being a streetable car to a race only car is an added disincentive for the public to mod their cars.

The logic and mind-set of the govt and the bureaucrats can be very baffling. In their view, anything other than stock turns your car into a "race-car". They already control the emissions from factory built cars and any changes the aftermarket offers is seen as a threat to their authority and goals. They have nothing better to do than choke off any avenues that circumvent their ideas, and don't care who gets hurt or put out of business.

Interesting that SEMA is championing the effort against it. The automakers would stand to be the winners in all this, as only their products, assembled on the cars would be legal for the street and racing. This may actually help defeat this plan as being unfair to them and giving a monopoly and advantage to only the automakers.

Who knows...but don't be surprised at how ridiculous this can become...Expect the unexpected....

The EPA is a job killing unnecessary branch of the federal government that needs to be defunded. Congress can defund them them, but never will. Congress is also pretty much full of a bunch of self serving scumbags who don't care one bit about this county. They (The EPA) are completely out of control and do as they wish with no consideration for for the for the financial damage they cause or the rights any American.

Update from the EPA

The Environmental Protection Agency has issued a clarification in response to claims that it is proposing a ban on converting road vehicles into race cars.

The Specialty Equipment Market Association (SEMA) issued a statement on Monday indicating its intention to fight an EPA proposal to change the wording to the Clean Air Act as it applies to the installation of aftermarket parts that might circumvent stock emission-control devices. But in a separate statement released to the media today, the EPA said that the proposed change is merely intended to clean up the wording of an existing law:

"People may use EPA-certified motor vehicles for competition, but to protect public health from air pollution, the Clean Air Act has – since its inception – specifically prohibited tampering with or defeating the emission control systems on those vehicles," the agency said in its statement.


"The proposed regulation that SEMA has commented on does not change this long-standing law, or approach. Instead, the proposed language in the Heavy-Duty Greenhouse Gas rulemaking simply clarifies the distinction between motor vehicles and nonroad vehicles such as dirt bikes and snowmobiles. Unlike motor vehicles – which include cars, light trucks, and highway motorcycles – nonroad vehicles may, under certain circumstances, be modified for use in competitive events in ways that would otherwise be prohibited by the Clean Air Act.

"EPA is now reviewing public comments on this proposal."

There is no wording in the proposal to outline how the rule might be policed and breaches penalized, and RACER is awaiting additional details regarding what sort of vehicles or circumstances might be eligible for exemption. Current modified-production racing takes place under the existing wording of the rules without any EPA intervention.

Even so, the reworded law – if passed – will not go into effect until 2018, and will not be retroactive. Consequently, current race-modified production cars appear unlikely to be affected either way.

You really think even 100,000 signatures will do anything? Do the math, that's 100,000 out of 300,000,000. That's like 0.03% of the population. Make it 1,000,000 signatures, and that's still only 0.3% of the population.

I get that its a great idea, and it makes people feel good without themselves without actually having to do anything, but it's not really doing anything. In fact, it's probably worse than doing nothing, because people get the idea that they're helping, when they're not. A certain petition about marijuana legislation was one of the biggest petitions on there, and not a thing was done about it. "We the people" is nothing more than a way for people to think the government is listening.

Grab your phone, call your congressmen/senators, and convince them why they should oppose certain legislation.

And sorry if this comes off as harsh, but I've been a government employee since 2003, and am intimately familiar with how this stuff works. (and how it doesn't)






But yeah, this isn't going to pass.

Anyone who thinks this will go "nowhere" is a moron......ask us here in ca how "friendly" all of this bs is....... You don't think think they will show up at spec races and seize your car huh? you are a special kind of DUMB. It is not uncommon for the police in very liberal areas (santa cruz) of CA to set up check points to visually check your car for mods.....they tow them and now you are fcked. call your congressmen please!
