Replacing the Upper Tie Bar 84169875

Hello

I am going to replace the upper tie bar 84169875 but I have noticed something really strange (at least for me). There are some cables going in there that are surrounded by alloy foil, what is the purpose of this or what exactly is that is it important?

Probably shielding from the HIDs.
