From a macro standpoint, $100/hp looks like a pretty good number

I made my statement based on coming from a stock ZL1. You didn't specify what prerequisites the recommendations should be based on.
Based on this, strictly from a stock ZL1, I agree that going E85 is the best bang for the buck if you can live with the cons noted above which are fairly minor.

The 2650 makes a great example:

It'll cost say $8100 delivered, and IF you know how to remove the Eaton and install the Maggie, and make NO other mods other than a tune, KaTech says it would likely make around 600-620 wheel, which is 35-55 hp more than mine stock. But, of course, I would and you would make other mods costing $$$$$.

Which reminds me, how much more power will a stock LT4 make with only a tune? Perhaps this is the most cost effective mod?
You're in a different situation trying to run E85 because your car already has so much done to it already, it will require a major fuel overhaul compared to a stock ZL1.

Yea, my shop is working up a quote to go that route. I know I'll need a high side pump, which is fine because I might end up with a Maggie

Headers and tune. E85 sounds good but if you have no access then you are SOL. Headers are on and there no thinking about that plus have to mix ratios of fuel. Best bang for buck all around hands down!

I suppose technically you would have to dyno with each mod to say for certain, but we know that mods such as headers would be near the top of the ranking.
For the price of ARH headers you can do all this yourself stay on 93 then you can add fueling later..

I didnt do a high side pump because the lead time on the big bore was like 8-12 weeks out! I ended up doing the fore systems triple in tank pump, 32% fuel lobe and 30% injectors, at 866RWHP the high side is all good on E65

Headers, GESI cats and a tune. The return is real world improved throttle response, more usable HP throughout the usable power band, improved sound and a building block for most future mods.

With the Fore, are you careful to always keep fuel level at 50%+?

My understanding is that with the stock fuel pump housing removed you lose the surge tank and even a hard pull or high G turn on an onramp, with under 1/4 tank, could result in fuel starvation.
