Depending on state law, the police will likely see it as a civil matter and not get involved especially if ANY work has been done.

Your best bet is to get a lawyer involved on your behalf with some sort of demand letter. If you owe them any money, you won't get the car back without paying it. Look at it like this: pay nothing and they keep your car or pay something and likely get it back.

If you don't want a lawyer, call the shop and tell them to STOP any further work on the car and demand a final itemized bill. Pay it and get your car out of there. If there are parts on the bill, make sure they are installed (and included in the labor in the bill) or make sure you leave with them. You could even show up in person with a tow truck or trailer and demand the bill and pay it on the spot and leave with your car.

This shop was highly reputable in the bay area also and had great yelp reviews. this shop was on my very short list to have work done when the time comes. Scary stuff! Im seriously considering just biting the bullet and having my car shipped either down south or texas where all the good shops are for our cars. may be worth the extra cost

I am having mine worked on another bayarea shop, less commonly used by street enthusiasts, more a race specialty shop - if all goes well, i'll spread the word.

SS motorsports in Fresno has 3 of my buddy's cars that were all previously built by a local shop, all 3 have been took for parts not installed, parts stolen from their cars and $$$$
2 have blown up engines. 12k 27k and the third that I'm not sure how much his rebuild is gonna cost. All 3 had to replace the block. I know several cars running now built by the same shop that need retune and fuel issues.

SS motorsports is taking care of them now.

From the sounds of it, I think he is sticking it out. if it were me, I'd flat bed that thing out of there tell the owner to pound salt. I don't care how many pieces it is. when your told something, then its this long? unacceptable on so many levels.
