People keep saying this number but production had not ended at that point. As well as they said “over 18” during that presentation.

Still a low production run. Way lower than the 5ths at 5,982.

Does that sequence number reflect the ones that were built for the public only? Weren't the first 50 sent to Indy for some kind of promo?

You don't have to do anything! You will be getting one in the mail. They probably started with the February build dates first and will be progressing through the #'s. Mine was built on February 26 and I received mine Tuesday.

Mine came yesterday for the hardtop, # 117. I bought the convertible a week later and they had to get it from another dealer so we will see what that number is.
