Is this TSb only related to 2010-2011 cars, i ahve a 2015 installed a z/28 wing same issue

I noticed a missing chunk of paint beside the spoiler when I bought the car used in 2013 but just now found this thread and when I searched for the TSB and found a pic that looked exactly like my issue just the car in the pic was a different color. was able to touch it up a couple times so people rarely notice it. if I brought this to a dealership would it be too late to get this taken care of? car is currently tendered and down for winter but was thinking about taking it in come spring and having this looked at. current mileage is 9300 miles but past 3 year mark.
