The STO N SHO aftermarket detachable front license plate bracket mounting system is manufactured in the USA using quality materials and parts. The front and base plates are precision laser cut and hand burnished. Each tube and rod is machine cut and hand cleaned. are those factory screw holes holding the bracket on or do you need to drill into the bottom of the bumper?

According to the installation instructions it uses the factory bumper holes.

I just might have to get this for my car. Law in Oregon requires a front plate. I'd just run without and if I park downtown put the plate on to avoid the ticket from a meter maid.

YES, the factory bolts are used to install the kit.

Not a bad idea, I know here in Texas they require a front plate. Wish they didnt, I dont have one on my daily anyways.

This pic is not from up top like you asked but it is what they had. The bracket sits about 1/4" off the bumper.

How snug are those prongs into the holes?
Does it rattle during driving? Or the spring loaded pin prevents rattle?

The prongs sit pretty snug. They do not rattle and the pin will hold it in place pretty well.
