Yea its perfectly measured. Just remember you have to use a razor blade or box cutter to remove the backing its a PITA!!

Part of the reason for the higher E giving more power is that the flex tables are normally set to give more timing as the E percentage goes up. As far as E %, you said that you got E70, and that's not too bad from what I've seen. I remember a pump that gave me just E53 for example. With the flex sensor, the tune will compensate for differences in the fuel.
