Car feels jerky when in low speed/rpm

Car: Camaro V6 2017 ~70K miles With CAI intake

Had code P0014 and replaced the VVT solenoid and Actuator

The car runs fine at higher speeds but at low speeds it feels jerky and sometimes it just feels like it changes gears very weird. I’ll be driving and then the car will just ramp up RPM then it’ll kick me back on my seat. This doesn’t happen at higher speeds.

Also has terrible MPG (around 13-15 city only, almost never in highway)

I don’t know how to describe it but I’d say either the timing is too advance or its running too rich.

Any idea where to start looking?

Edit: car is out of warranty I’d like to see if I can figure this out myself.
