Those are protective wraps.
The only ones I see without the white wrap are the ones with factory stripes or are non SS cars.

That is true. The one lot is only Camaros, the second that I could see had several hundred Camaros and about that many Cadillacs. There is a third lot but not really visible so I have no idea what might be there.

Converting the Oldsmobile Plant to a holding lot had to have added more than a thousand spaces to bay new builds. I am not sure where the new stamping plant will be located, maybe where the holding lot barely visible is as there was no heavy duty construction equipment that I could see.

I counted 500 car spaces and plopped them around in photoshop. It looked like they can currently hold 5000 cars across all the lots.
