These suction cups held at 175mph even when the roof box disintegrated but it was not designed to generate downforce: https://youtu.be/q7J2tBdnVV0&t=9m11s

But the failure mode for a suction cup mounted rear wing probably results in totaling your car at triple digit speeds and possible injury or death so definitely not worth the risk.

Given some people's fabrication skills, I'd have more confidence in this than a lot of the bolt-on DIY solutions that are probably out there. It may be nothing more than sheet metal screws holding some wings on.

so it'll hold it to the car and let it bang around all over the paint on the top of the trunk as you mention trying to keep the car on the track while you slow down....

I'd bet they have many hours of testing(lawyers and liabilities) and knowing those are the same vacuum devices that guys use to move slabs of granite around, sure they will hold but the "duct tape" factor is high and I can't say I would not crack up if I saw it....
