HUD HEADS UP DISPLAY WORK ON A NON OPTIONED CAR

hi there, i was wondering if a car wasnt equipped with the hud from factory, could you make a working unit in the car by purchasing a top dash with the cut out and then the display unit? Would it work and what would it need? cutting some wires or a different connector?

my thought is where would i plug the head up display into as my cars wiring harness doesn't come equip with that connector
