Now I will say the Whipple 3.0 is a great piece and a solid competitor for the 2650 thanks to it's extra displacement, my next Camaro just may have one of these.

Dodge went with IHI as they didn't want to be seen as following GM and Ford with Eaton - and they did a fantastic job marketing their cars!
For years we only had the TVS 2300 and Whipple 2.9 for this car, but we did end up seeing an 8 second blower only 2300. Never saw the same with Whipple 2.9, and it wasn't for lack of trying on some builds. I'll be curious to see what people can do with the 3.0, and ultimately the 3.8 when they release it for 6th gens.

Here is a good read of an example of like for like comparison. Not a daily driver vs a drag car with a different blower. Drag car vs drag car application.

Just a hunch but I don't think he was talking about top fuel dragsters. That's another world in itself and has zero correlation to street driven vehicles.

So, with an intake, ported TB, Kong X port, and 2.3 pulley, would the LMP lid gain maybe 15 whp? Or not even that at that mod level?

Ported TB is a waste of time IMO. Even GM went to the 95mm TB at only 755 crank HP. So if you’re going to X-port the blower, I’d definitely suggest big gulp and 95/103mm TB. Coupled with a pulley, the lid could make sense. Just my 2 cents, of course.

When my builder and I were talking on my build we considered all these options. I had a build cost I had to stay in and another blower was not in it. We felt each part of this build would contribute in it's own way overall. Doing the X port, 103, big gulp, upper / lower pully and even the blower lid all together I feel has added to to the performance while keeping cost down. We put a conservative tune on 93 as I don't race the car and am very happy with the results.
