Tuning help P1516

I’m having the code p1516 which is throttle actuator control (tac) module throttle actuator position performance. I’m being tuned by GPI and the they don’t know the issue. I have a 95mm throttle body on. It ran fine while I was on 93 then when I switched to e85 the code came up and the car would run badly. They gave me 3 other tunes to try out to fix the issue me none of them worked. I blew out the connections, checked the connections, made sure wires were tight on the harness. They having me switch back to my oem lt1 throttle body. I started it up and it was idling very rough and stalling itself out. Sent them over a log so they can get my car drivable with the oem throttle body. Does anybody know why the 95mm throttle body is having that issue. Could it just be a bad throttle body which doesn’t make sense because it ran fine on 93? Could the ecm be fried?
