What tool is needed to hold the crank for removal and install of the balancer for a 10 speed automatic ?

Look online for a flywheel/flexplate holding tool (assuming you can’t find one local). There are many manufacturers that make them, they all work the same. Remove the starter, put the tool in place, bolt it down...remove the ridiculously tight balancer bolt.
