2. Rear spoiler with ‘wickerbill’
At the outset of development, the aerodynamic coefficient of drag goal was achieved with original Camaro SS content and an accessory rear spoiler, but to meet the downforce requirements for Z/28, the rear spoiler was modified with a “wickerbill” – a small, vertical tab at the edge of the spoiler. Although an aesthetically minor change, it adds approximately 28 counts of drag, improving rear lift performance by 70 counts. That allows the Z/28 to handle turns at higher speeds and delivers greater overall high-speed stability.

I can't see how that's going to be better than putting a wing on it that has an inverted airfoil cross-section. Very little drag, and a lot of negative lift

True that. How some ever:

IIRC, in some racing organizations, which class according to mods;
there might be an advantage to staying with the "stock parts".
Even if, as you said; the wing will probably provide more downforce, more efficiently.

'Course wid yers, Pat, things could be totally diff; 'cause you ain't gonna
have no "aire condishening".

The OE wickerbill comes with a template for drilling. Be hard to mess that up. Can't wait to put holes in mine!

called Hendricks this morning, as expected still showing in there system as unavailable. i'll just check back at the end of this week to see is the 5/24 date holds true

I guess the best of both worlds would be to buy another spoiler, paint it black and add the wickerbill and Keep the original spoiler undrilled.

Drill it! Nothing wrong with that, it is a factory item. Now if it were not a factory item I would not drill but use tape, but then not adjustable.
