My firm worked with US rail for a while. Studies have shown- bizarrely- that while many people think twice about cutting off a large truck, a lot of people driving cars are not intimidated by....trains, or train crossings.

80K pound vehicle (fully loaded 18 wheeler) vs a vehicle that can easily weigh a million pounds (a freight train with an engine that by itself can weigh 500K pounds. Not a typo, that's a half million pounds for the engine alone). Seems like a no-brainer to me: trains'll kill you dead.
