They say if you only plug the tire water can get into the tire causing the tire to rust and eventually will weaken and tire will blow , that's why you should also patch to stop water from entering.

The steel belts rust. If they are steel instead of nylon.
I would just plug it myself with a vucanizing mushroom plug kit. It plugs and patches at the same time.

I couldn't be more confused after reading these posts...having the same problem with screw in back tire about 2"in from edge...guess I can't go wrong with plug and a patch
