Will this one fit my 2019 SS 1LE? Is my 1LE splitter what they consider the "GM splitter"?

Yes, this is the one, part number ending in "SNS89A", also check out the pictures. I have it on my 2018 SS with the GM splitter, fitment is perfect, the instructions specifically mention the 1LE, and Phastek advertises 2019 support on the site, so I think you're safe.

I have the splitter version, works perfectly and only reduces front clearance by about half an inch. Plus, the way it's set up, it'll scrape first, so it also helps save the splitter, hehe.
This, and that's why I have it.

I have it.

Took no time to install (couple of screws with a ratchet).

Like it because I just keep the plate in the trunk without having to have it on the front.

If I get pulled over for it, will simply state I forgot to put it back on, etc.

This thread reminded me that I need to pick up a license plate holder for the front of the car.

Luckily, the instances that I’ve been pulled over, (stock NPP exhaust), I’ve been fortunate enough to have not been hassled about my M.I.A front plate. It’s ALWAYS the exhaust.

It’s always been on a casual day.

The NPP exhaust is actually pretty loud. Especially when it crackles and pops. It might not sound loud from inside the car, but trust me, it is.
