What year, model and trans does he want? If he's wanting a Coyote I'd recommend svtperformance.com as it has a lot of hardcore owners and tech and not so much of the "look at my cool stick on accessories I bought."
My local shop (AED) has a manual NA running in the 10's with its only power mods being a ported stock intake manifold, larger TB, drop in filter, e85 conversion, off road H pipe and GT500 mufflers. And has a customer with a stock auto running 9's with its only power adder being a 2.3L TVS and X pipe. Its all about the tuning when it comes to the new 5.0L and AED is the best in the business when it comes to that. Almost makes me wish I had a new 5.0L but I gotta have IRS on my next performance car.
