Question Power Steering Issues - 2010 Camaro

Hi,

I have a 2010 SS with 57000 miles on it. I'm having what feels like a power steering failure, but am unsure because it's only noticeable at low RPMs, such as when I'm trying to park or pull out of the garage. The steering wheel is incredibly hard to turn in these scenarios, but if I give it some RPMs, then it's manageable. I checked the power steering fluid, and the levels are fine.,

I had a shop look into, and they think it feels like the tie-rods are seizing, but they aren't 100% certain. Has anyone experienced this, or have any insight on what the problem might be?
