They indeed look like levels achieved in some abstract user reputation or rank meter. They don't correspond exactly to post count, but must be closely related, perhaps through something as simple as a multiplier.
...now I'm wondering who the 4-star generals here are

I guess I'm a low rank lifer! I don't have a lot of bars but have been on this site for 13 years. I've always thought it's related to the number of posts. I read a lot on this forum but don't post unless the thread catches my interest or I have something worthy to contribute.
