Arp bolts normally are reuseable.

Yea I'm aware of that. You should be assembling the hub to the balancer before installing on the crank.

you need to use the AutoZone Chrysler damper installer! It pulls from the inner spokes.

Here is what i did.. I used the rebranded whipple balancer by ATI.. I used a impact wrench to remove the bolt but you have to remove the fans to fit.. I used an old bolt welded to another bolt and a big washer and nut to draw on since the new bolt shouldn't be used to pull it on.. and the original bolt is to short..

If the flywheel moves try these tactics.. You can also use the impact instead of torque wrench but u need to know your gun well so you can get close to the torque!

Or All Girls Garage on wifes car used a special tool on starter flywheel.. minute 6:50



Or you can pull the tranny off and use one bolt hole from flywheel and 1 bolt hole on clock with a bar that has hole drilled in it for the bolts to pass through holding the flywheels still. minute 11:30

I estimate it is 190 ft lbs for 90 degrees
