If you look at one of the previous post that I posted you would see that the gearing on the Camaro 6 speed manual is the reason for that. In other words when Motor Trend did that mile run it was a test that the Mustang was going to win due to gearing. The Camaros 4th gear is 1:1 while the Mustang doesn't get to 1:1 until the fifth gear.
