2019 SS convertible rear swaybar is stuck.

We were changeing the endlinks for new SPL ones after installing the Chevy performance lowering suspension kit and found that the swaybar was not loose. My shop think it might be normal and that the rubber bushings are vulcanized. Since there's no aftermarket options it looks like it's difficult to find out if it's nomal.
We ended up cutting the SPL endlinks on each end by 3/4" (Tatal 1 1/2" shorter).

Now we researching if it's normal that we can't rotate the swaybar freely.

Any insight anyone?

Thanks

Pierre
