Is this normal?

Have had this issue where if I rev the engine in neutral the revs will slowly fall. First noticed this after installing a CAI at around 10000 miles. If I rev it enough though it will fall normally as shown in the video (unless the car is in gear in which it will always fall slowly). This issue is intermittent, most of the times it will act like this but some times it will go back to how I remember it being before installing the CAI. I’ve disconnected the battery multiple times, taken the CAI out and back in, tightened all the bolts

Revs hanging could likely be caused by an intake vacuum leak (ie. after the throttlebody). Have you checked all hoses?

Its not an issue...Its for emissions, not letting the throttle snap closed suddenly (supposedly) when letting off the gas helps the emissions profile, a ton of cars have it.

But I didn't have this before installing the K&N CAI which is leading me to suspect that something is wrong

You didn't notice it perhaps. Might be easy to pull the K&N and then reevaluate it
