I think that's what it is.

Here's the problem I'm having. Both lights are on and if I hit the high beams the passenger side headlight goes out and when I turn the high beams off, the light stays off.

And say I drive home from wherever and I leave like 5 minutes later the passenger headlight won't come on.

Could the ballast be bad?

It could be the ballast or something as small as one of the connections being loose. Could test the ballast theory by switching the ballasts and seeing if the light still stays off
