Interesting...
So a while ago I have had the issue where my car when the A/C is on, going over 55 MPH, makes a sound that resembles paper fluttering in the wind. I lived with it for a year, that little sound annoys the crap out of me. My old dealership couldn't figure out the issue, no idea. Compressor and all came back fine no failures. Short story short, I went to the best dealership in my new area Beaver Chevrolet. It took a minute, but after I showed them this recording the older gentlemen Randy knew exactly what it was, it is the A/C actuators in the rear of the car, it helps release the pressure from inside the car. Turns out GM made it out of paper instead of rubber, so when you have the windows up and the A/C on they flutter and make an annoying sound (to me). They showed me a video of another Camaro and were able to show what the actuator does in action. They said GM is supposed to bring out a better version of the actuators they do not know when. I am attaching the best photo of it, my trunk is full of stuff for work. Also, the video of what it sounds like, I left my phone in the trunk and recorded.

its the cabin air vent
i started another thread about this long ago however, mine flaps when the hvac system fan is off, and only when its off. Interesting that yours does the opposite. https://www.camaro6.com/forums/showthread.php?t=554456 |

Well my car made the same sound, I removed the flaps on both sides which were made of thin rubber if I remember correctly and the sound is still there.

strange
on mine I confirmed it was the cabin air vent flaps, by going back there through the side of the trunk myself with someone else driving, and holding them open with my hand, and the sound stopped. But they really shouldn't flap as long as you have some positive pressure flowing out of them, for example, as long as the hvac fan is on. So I'm not sure that you've found the culprit yet. I'd definitely get someone else to drive and crawl back there to confirm if it is indeed the flaps. PS: my flaps are made of rubber, not paper. I could feel them in my hand, they're rubber, at least on 2019. |

That is weird, I might have to do that because it’s such a little sound that drives me bonkers on the way to work!
