From a public relations standpoint, the man portrayed the snow removal service as having the main function of causing trouble, not clearing the streets. If you are a bill collector, and you collect the most bills for your company, but you go on TV laughing at the people you collect bills from, you have just portrayed your employer as something he or she is not. They call that "bad"

From the city's standpoint, public perception is now that all plow-drivers might be like this guy- that this is what they are and this is what they do. This will increase the number of complaints. They have enough troubles during a blizzard without complaints they don't need. Every creased fender will be blamed on the plows.

From a real, personal safety standpoint, they might have saved the plow driver a good thumping from a pissed off guy that has had his last straw.

The plow driver dug his job's grave all by himself.
