Paint or powdercoat ?

Although I've got a decent Plastidip job with glossifier, my stock SS rims are still kinda dull... So Ive been looking around and gotten pricing on Paint and Powdercoat.
Both are about $125/wheel. The paint guy says I don't have to un-tire the rims, obviously the powdercoat would require removal and remounting....
So anyone have any recommendations? Does the pricing sound right?

I painted mine at home. I used a 2part clearcoat over black. all aerosol cans
To do it on the cheap, you could just scuff and spray a single stage color -Rustoleum spray cans.

The best results would come from dismounting and powder coating.

I would do gloss because it looks cleaner. Dark colored matte wheels sometimes looks like a wheel covered in brake dust.
I see you're from Glendale. Do you know any good powder coating places in the Phoenix area? I'm thinking about powder coating my wheels gloss black soon.

I got a quote of $300 for 4 x 20" wheels at Glendale Powder coat. A guy I work with got a frame done there and he said it was high quality job.

As far as durability goes. A correctly prepped paint job will last as good as powder coat. After all, your whole car is a paint job..
However if you want something like the backs of the wheels as smooth as the face, I would do powder. It is much easier to get a full coverage finish with powder.

Does the powder-coating add more weight? I've also ready somewhere that powder-coating might weaken the wheel, and that the wheel manufacturer might void warranty against failures; is this true?

I wouldn't worry about that. My wheels are mass-produced aftermarket from China (American Racing wheels, ironically), which already makes them inherently weaker than stock rims and mine are custom powder coated. No failures after a year and a half, or even a shred of indication of any issues.

In fact, the only things that have happened as a result of the powdercoating are...

a). Wheels are easier to clean.

b). Not even a chip of damage, as opposed to the sheer low quality crappiness that coated the rims before I powdercoated them...

c). Still look the same as the day I got them done.

Powdercoating them is a no brainer, OP. Spend the money, don't look back. Get professional results. Down the road, I am going to eventually get my calipers powdercoated. Right now, they're G2 painted and although I did an okay job, they'll look more professional if I get them powdercoated. I like my mods to look so well done that people ask if they're factory.
