Yes, it does, see below (or, put another way, not see any of the scratches). No need to go overboard with that polishing—luckily my scratches are only in the clearcoat, hopefully yours aren't bad either

When I got my car a few weeks ago, it only had 2 screws for the temp plate so when I mounted mine I drilled out the other 2 dimples. I actually ran a tap through the holes since had it handy, but really not needed for this.

For mounting screws, whatever you get just make sure they're stainless. I used black stainless in my case.

I've just had the 2 screws the dealer put in for nearly 3 years and the license plate is angled out away from the bumper. Haven't had any issues with it scratching the bumper.

Update!!
Finished polishing the car finally. Saved the back bumper for last as it was the only area on the car that had issues, and it had two areas that needed help, besides the frame area. I think the before on these in real life was way worse than they look in the pictures. I am really happy with how this and the whole car turned out though!!

Going to be coating the car and then the new plate is going to go on with the silicone frame.

I'm adding this late but I also got a black silicone frame from Amazon, marked the locations and drilled 4 small pilot holes, then used the supplied self-tapping screws.

Different brand than the other link, but looks similar other than the included screw caps. Worked perfectly.

I had a nice (read expensive!) carbon fiber plate frame from my '16 SS I was planning to use, but on the '21 there's apparently less clearance between the body and the backup camera housing and I couldn't get the thicker carbon frame behind it and up high enough to work correctly.

This was the route I was leaning toward as far as drilling small pilot holes first. Glad this worked out well and thanks for posting!

Yea my silicone frame looks like the one you have there, but its not a side slide type. I think I still prefer no frame, but the added protection against scratching I think is worth it, plus the small black border style frame is pretty unobtrusive and the black kinda matches the black trim.
