longtubes and state inspections

It has been 20 years since I have had a car with off road exhaust or long tubes. I remember the inspection process tightening up back then. What is it like these days. If I do longtubes and cats will I be safe to pass a safety inspection as long as I have no CEL codes?

Tune for headers (in terms of DTCs) *before* you install them. That way you can avoid permanent codes that would potentially show up at inspection time.
