Hit and Run

hi,

are insurance deductibles waived in an hit and run incident? i am only able to identify model, make, and parts of the license plate number. there was no pictures taken because the driver had pulled away quickly and no witnesses are available. however, the cars paint has rubbed off onto the vehicle where it was impacted. also, if i file a hit and run claim, will the insurance rates go up?

this is not the camaro btw.
