You don't have to drill out the welds for the inner lens. A flat head screw driver inserted through the back of the housing, with the head placed near the weld, allows you to hammer them loose.

For flicker wires, do I run both the blue and black wires out the back? What do I connect them to?

Yessir. Last page of the instructions: Blue to power and black to ground. If you want Flicker when the car is running, you just need to ground the black wires. When the car is not running, you also need to apply power to the blue wires.
