Tell the powder coater they owe you a new set of wheels. They should of known this would happen and warned you let you make the decision. This is on them if they didnt warn you that this could happen. They are the professionals in this field.

I've had wheels powder coated and know MANY others that have done the same. Forged, cast, didn't matter, I've never seen this happen. Whoever did the powder coating did it wrong, it's not the wheel, it's not the powder coating process that caused this, it was the business that did this process incorrectly that caused this to happen.
