Pedestrian protection is a big part of Euro NCAP testing. To get NCAP certified you have to pass several safety tests for pedestrians. Hood impact as well as windshield impact are tested and have caused the implimentation of explosive struts to pop the rear of the hood up to meet the falling pedestrian to lower the forces of impact on the body. The density of the foam between the front fascia and bumper beam are different between US market and EU market cars for my last employer because of the different requirements between the markets.
