overfilled coolant?

the main coolant reservoir was about half filled and the tank under it (overflow?) was completely empty. so I went ahead and filled up both reservoirs as recommended: top tank up to the cold fill line and bottom tank to the halfway mark. I left both tanks open and started the car...everything sounded normal but after a minute or so I noticed the top tank getting higher almost to the top...so I turned the car off so coolant doesn't come spewing out the top. caped both tanks. now several hours later, the top tank is still full above the cold fill line pretty much all the way to the cap and the bottom tank is a little higher than the mid line where I filled it to.

is this normal? oil temp looks normal, as is oil pressure.

hope i didn't screw something up. please help - thanks in advance!

I believe the top tank should stay completely full if all the air is out of the system...mine does. Bottom tank should be between the lines. I look at the top tank like an extension of the radiator. It is part of the closed system under pressure.
