What mods do I need to do in-order to run e85 and how much more power would I be making? Thanks!

you need at the bare minimum an e85 sensor and wiring harness.
The next seems to be a controversy. Some people say upgrading the fuel system is a requirement to run full e85, so that you can pump all the extra fuel your going to use from the tank to the injectors. Other people think the stock system is perfectly fine handling full e85 with a stock engine. All agree that a modded engine will need fuel system upgrades.

Flex fuel sensor and tune, should be able to run up to E60.

E60 is all you need anyway. Anything above that just demands more from the fuel system for little return all for the convenience of not needing mix a few gallons of 93 to keep the E % around 60.

E60, headers and boost a pump will add 125 hp. See JREs package

With my current modifications (ARH 1-7/8" LT header catless long system, RF cai, Katech 95mm tb, DSX SC Lid, E Sensor, Aux Pump and Vengeance Tunre... I'm capable of running ~E53% max before my HPFP starts to fall off, but man the car pulls hard and without having power falling off after pull after pull... Never see any spark retard and I'm currently at 23* at wot. BTW, in my area of NY most E85 stations tested at 50%-53% during the winter blend, so no need to mix during those months.

are headers a requirement of going to E85? living in california won't allow for headers.

Headers are not required. You’ll just make a little less hp without them than you would with them. The tune is required.
