Before I went ape shit and started breaking shit, I came in and watched a video where they had to remove the entire bumper and diffuser to get to them. They updated that they could've probably just removed the diffuser to swap them.

Unless someone knows another way of doing it, i'm just going to tint the stock ones and will swap these when I do the exhaust and have more room.

Both 2019 videos I could find, had this as the end result.

Judging by the picture of the bumper cover removed your screw should be near where that lower lip on the metal stops. That lip is what blocks the screw on the 18 and I notched it. The diffuser wasn't actually a problem. I'd like to look at a 19 to see if the diffuser is in the way after fishing around on an 18.
