"After checking"... What process did you use? If the piece you are buying has the GM OEM part number in the listing, search that part number out to see what's included. I see one listed on ebay.com for $27.33 and the part number cross references to this:

That has all of the attachment hardware included... Don't know if that helps.

The number matches that of the link, but the seller on Ebay tells me that there are no fixings.

It seems like he's providing conflicting information. The part number he's indicating is for an entire "kit" which includes hardware. The listing says new, unopened but he's also stating no hardware (which would have been inside of the sealed packaging).

Maybe ask him if he can send a photo of the ACTUAL item he will ship? If he isn't actually in possession and is direct-shipping them from another company, then he has no idea what he's actually selling.

I'm surprised, I asked to send it to Europe and the package was sent to Glendale Heights.
The seller told me that it would be sent to Europe from this place, I find it weird, instead of sending it to me directly!

International shipping can have some unique things to be dealt with. He may be shipping through a third-party that focuses on international shipping so that it gets "done right."

Not to further rain on your already quite wet parade, but I assume you will be mounting a standard Belgian EU sized plate on there, right?

Well, different form factors may be available for license plates, similar to other EU countries, and there typically is a "truckish" rectangular, less elongated one. That said, I have never seen the exact US license plate sizes anywhere in Europe, so the point is valid, the plate may look very goofy against the bracket once installed.

Yes, it is a plate that is 20.5 x 4.5 inches

It is to install it without having to drill the front face, this plate holder, even if it is not to the dimensions, is easily fixed.

True that. Speaking of which, is it legal in Belgium to display the license plate inside the car, say, in the passenger side corner of the dash? That would solve the problem without defacing your car.

Given its size, maybe put it along the top of the windshield like those tint strips that were so popular in the 80's.
