Tube in tail light?? (With Pics)

Earlier I posted asking about tubes running into the tail lights. Upon further investigation, they do not actually go into the lights. Rubber tubing from somewhere runs inside the quarter panels and ends in the mounting areas. WHY???

fogging would occur inside the light housing, this appears to be behind the light housing attached to the body.

Venting of the light housing in order to prevent fogging wouldn't require a tube leading from the light housing into the body of the car. If all you needed was an opening to allow ventillation in the bulb housing, it would just be an opening in the housing.

This appears to be more of a stand-off or maybe a water drain if it connects to the bottom of the light housing and leads to an opening there.
