Question about strut tower - see photo

Three weeks ago I had Pfadt drop springs installed. Today I was wiping the dust down under the hood and noticed that the big black round spacer at the top of the right strut tower is loose enough to easily spin by hand. On the left side it is tight and will not budge by hand. Should I be concerned? The car handles and acts normal in all other respects.

You're fine. That black spacer is just a cover for the strut.

Shouldnt spin loosely just torque it down and your fine...

With the weight of the car on the wheels, remove the top nut, remove the retaining plate, tighten the jam nut, replace the retaining plate and tighten the top nut.
