Tube in tail light??

I was doing some VHT tail light painting this weekend, and when I removed them, I noticed a tube running into each tail light. Am I the only one who doesn't know what the heck these are for?

maybe drain for condensation/moisture that may get in it

Yes, but the weird thing is there’s no filler to replace it once you’ve drained it.

Must be the blinker fluid. As for filling it, isn't that what the useless little funnel in the trunk is for?
