Do you have to have the recorder to be able to time the 0-60?

No, there's a fairly flexible performance timer in the gauge cluster, too. Here's what the 2018 manual says, it will be similar even if your car is a newer model year:

I'm reading in the image that you have to set a start speed. Do you just set that to 1 mph? Trying to figure out how to set that so you get an accurate reading to 60.

it is not setting a start speed. It has three choices of timers. 0-60, 0-100, and 1/4 mile as I recall. You pick the one you want. At least on my 2018
