Front Brake Job Problem

I bought some Power Stop brake pads along with OEM rotors and new caliper bolts. Something is wrong because when I put the caliper back on and tightened the caliper bolts according to specs, the end of the bolt is scraping on the brake rotor!!! New bolts appear to be the same length as the old ones, so I'm really confused.

Torque spec on the bolts is first pass 111 lb ft, second pass 15-30 degrees.

Caliper bolts are GM part# 11570092.
Rotors are GM part# 13528522.

Car is 2017 2SS.

If you all have any suggestions, I'd really appreciate it.

Powerstop Z26 pads. Not sure what photos you would want to see. Pads are not even in yet. I put caliper on and spun the rotor. That is when I heard it scraping and felt resistance.

did you compare the old rotors to the new ones? Specifically the offset?

No, but I will. I only measured the outside width, which was 30mm...same as the old ones.

Here are some pics of both old and new. I took several measurements and they seem to be the same size.

From the photos offset looks the same. Does diameter match up? Should be 13.58" for the 4 piston brembros on a 2ss.
are you sure it is bolt that is rubbing and not the spring metal clip? Those can get bent up pretty easily.

I finally got front brakes installed. Not sure what happened the first time, but I took everything apart and started over. Brakes working great now.

Glad it's OK now.
I often have trouble getting those spring metal guides to snap in exactly right. Sometimes they seem to seat, but are just slightly cocked.
