Need Help Diagnosing Brake Noise 18 SS 1LE 64K miles

Hello, I need help diagnosing a clicking/ticking noise that occurs while driving. It starts at around 20 mph and then gets faster as I speed up. The weird thing that’s confusing me is that the noise goes away when I apply the brakes. I’ve cleaned and regreased the pads, and cleaned the rotor surface and wheel surface where they meet. The only thing I think it might be is rotor runout but even that doesn’t make that much sense either. The rotor doesn’t spin freely when the pads are in the caliper, but when I drive there isn’t any resistance or vibrations and I would think if the rotors were the problem I would feel a pulse in my steering wheel. I also am pretty sure it’s not the shocks/struts or any other components because the noise goes away once I start braking.

Right now it’s only noise in the cabin that I’m hearing. Here’s a video that has the noise I’m getting.
