daytime running strobe lights

hello..my first post
I have a 1 month old 2016 2ss hyper blue wight rally stripes...question is I have watched a few videos on these cars and I have seen a few showing new cars on dealer lot...so stock im guessing anyway the daytime running lights are flashing/alternating strobe lights...looks cool but cant find anything anywhere on what makes it do that

The lights will appear to be flashing/strobe effect in video...
Video's capture & record the lights at a different speed..

As Becky said it is actually the video cameras and how they interact with the LED light and doesn't actually ever look like that in person.

It is a combination of the frame rate of the camera and the shutter speed/angle.

As has been pointed out, you're seeing the effect of the difference in frame rate of a camera and the frequency of the light itself. If you make a modification to your DRLs to give them a strobe effect as you say you like, that would not be DOT approved and you'd have plenty of police noticing your fancy lights.

Best video showing this, was about 2 years ago on the Smithsonian channel. Awesome looking!!! Good education on Camaro history, too. Have it recorded on the Tivo receiver on directv.
