Just found mine was same had a hole rusted in it. Picked up a new one from eBay and spray painted it.

The plastic impact absorber sit right against the metal bar and looks to hold water.
I am drilling weep holes in the absorber.

Clean it up. Put a rust inhibitor on it and then prime paint and you could also you a coating like flex seal on it. You need to get the rust off completely shiny metal and right after you apply rust inhibitor. Then prime paint

Had the same issue with my 2010 SS. I was the second owner, and got a Chevy dealer to pay for 1/2 the replacement cost. I also sent a complaint to the Highway Safety. I could poke a screw driver right through the impact bar.
