Question VA emissions questions

Ok, so I live in Virginia and my current exhaust work is below in my signature.

Does anyone know anywhere in the state to get custom downpipes done?

I’m sure I could still pass state inspections with just downpipes and current exhaust setup, because I still have my cats and O2 sensor.

Now, I’d want to remove the cats or at least get high flow cats because I’ll probably fail inspections with no cats, so any place that does high flow cats around VA?

Will high flow cats even throw a CEL?

And curious how I’d tie the O2 sensor back in to all this as well...or if a shop would even be able to or know how...

I know there’s no way I’m the only Camaroer in VA with these questions or going through this so hopefully can get some help! I did see that NOVA seems to be only area of VA REQUIRING smog testing but I don’t like in that area.

I know lots of these shops won’t remove the cats, but if it was to install high flow cat, can’t see why they’d still reject the money..
